Lake Elmo is the fastest-changing city we serve. More than half of its homes (55%) were built in 2000 or later, and the city has grown to about 14,000 people. It also has a much older side: the Old Village was platted in 1925, and Lake Elmo got its name in 1879 as a railroad resort town. Newer homes and older homes here have different problems.

Newer homes: settlement and water
Most Lake Elmo homes have poured concrete basements that are 25 years old or younger. The issues that come up are usually:
- Settlement at garages, porches, and corners where backfill kept compressing after construction
- Shrinkage cracks in poured walls, some of which leak during snowmelt
- Form-tie leaks: small round wet spots in a regular grid on poured walls
- Grading that settled toward the house as new yards filled in
A new home isn't immune, but most of these are smaller repairs. Catching them early keeps them that way.
Lakes and landlocked water
Lake Elmo is full of lakes: the Tri-Lakes (DeMontreville, Olson, and Jane), Lake Elmo itself, Sunfish, Clear, and others. Many of them had no natural outlet. According to the Valley Branch Watershed District, homes around the Tri-Lakes flooded in the late 1960s after rainy years raised lake levels, which led to the district's formation in 1968. An outlet to the St. Croix River was finished in 1987. The district notes that Lake Elmo and Oakdale homes used to flood during high-water years, and 2011–2020 was one of the wettest decades on record.
For lakeside and low-lying lots, groundwater is the main foundation concern. A working sump, discharge that goes well away from the house, and good grading matter more here than in most places.
A note on private wells
Parts of Lake Elmo are in the East Metro area where 3M-related PFAS contamination has affected groundwater. It isn't a foundation issue, but if you're on a private well, the Minnesota Pollution Control Agency and Department of Health have well-testing information for the area.
